Mr. Billy Franklin Foster, 86, of Statesville, died April 20, 2020 at Heritage Place. He is survived by his wife, Betty Jean Foster. He will be taken to the National Cemetery in Salisbury at 9:00 A.M. Friday to be laid to rest from Nicholson funeral Home.
